Program and Project Management
The primary functions of the Division of Program and Project Management are to:
- Select the candidate projects for the agency’s multi-year Highway Improvement Program by integrating the output of the Pavement Management and the Bridge Management Systems, priority formulas, the Long-Range Transportation Plan, and economic development and local consult factors.
- Monitor and maintain the priority formulas for Interstate Roadways, Non-Interstate Roadways, and Priority Bridges, along with project selection for those programs.
- Prepare project authorization documents that provide descriptive information about the scope, estimated cost and funding for each project included in the program.
- Implement, coordinate, and maintain a project control system that includes project scheduling, monitoring project progress and potential scope, funding and schedule changes during the design phase, and coordinating contract lettings and award of contracts with the Federal Highway Administration and the State Transportation Engineer.
- Develop the federally- required, annual State Transportation Improvement Program (STIP) document.
- Monitor the status of federal- aid obligation authority and future apportionment so that the maximum use of all available dollars is possible.
- Evaluate data that reflects the needs and status of the State Highway System and considers the policy parameters established by the Secretary of Transportation and other KDOT officials.
- Administer and coordinate activities (planning, reviewing, developing, testing, monitoring, documenting and training) for WinCPMS, KDOT’s Comprehensive Program Management System used to create projects and track project activities, resources used, project schedules, project estimates, and project funding. WinCPMS provides highway data that is used by KDOT management in decision-making, reporting, and legislative inquiries.
